Kazakhstan: Rail Technology Reverse Trade Mission
Background
The U.S. Trade and Development Agency
(USTDA) has sponsored this Reverse Trade Mission (RTM) for representatives from
Kazakhstan’s state-owned railway company, Kazakh Temir Zholy (KTZ), to visit the
United States to meet with leading U.S. suppliers of equipment and services for
the railway sector. Key decision-makers from KTZ were here to learn about U.S. experiences
in this sector, including the areas of information and communications technology
(ICT), track maintenance, power supply and train control. KTZ also discussed export
opportunities related to the government’s planned investments in excess of over
$4 billion over the next three years (including approximately $240 million towards
the areas noted above). KTZ is especially interested in U.S. capabilities with respect
to track maintenance equipment (particularly diagnostic equipment), technology to
improve labor efficiency for both operations and maintenance, automatic power units
for locomotives, train control centers (including train dispatch), and technologies
on both the commercial and operational side for multimodal rail facilities.
This RTM took place from January 30 to February 9, 2011, and included stops in Washington,
D.C., Atlanta, Chicago and Pueblo, Colorado. During the visit, meetings were held
with U.S. providers of equipment and services and government agencies, and site
visits to locomotive and freight car maintenance facilities were organized. A Business
Briefing for U.S. companies was also held in Chicago on February 7.

Objectives
The objectives of the RTM were to:
- Familiarize the delegation with U.S. capabilities across a broad range of advanced
rail technologies;
- Meet with U.S. providers of equipment and services to gain a better understanding
of their capabilities and to foster future cooperation;
- Provide opportunities for site visits to view locomotive and freight car maintenance
equipment in operation;
- Facilitate U.S. company involvement in the early stages of Kazakhstan’s investment
planning so that they will be well-placed to take advantage of future business opportunities.
Through these meetings and site visits, the delegation was exposed to the range of
U.S. solutions to assist Kazakhstan in implementing its railway upgrade and expansion
program, ultimately leading to a safer and more efficient network.
